Overview
Paul Cosgrove has more than 30 years of experience in government relations and business law. He specializes in representing national and state trade associations and Fortune 500 companies before the Oregon Legislature, administrative agencies, and local governments. His clients include manufacturing, consumer products and services, financial services, and health care companies and organizations.
Paul is the past chair of the board of directors of State Law Resources, a national network of independent law firms with special expertise in government affairs. He also was a founding member of the Oregon Public Health Institute, and he chaired its board from 1999 until 2007. He is a member of the Capitol Club, the association of Oregon’s professional government relations advocates, and in 2012 and 2013, chaired its Board.
He has been named four times by Portland Magazine as one of the city’s best lawyers in government affairs. He has been listed in Best Lawyers® since 2007, and was elected as its Lawyer of the Year in Government Relations in 2012 and 2021. He is a member of the Oregon and Washington State bars, and he has given many legal education presentations and talks on government affairs and business topics.
Paul received his J.D. from Lewis & Clark Law School and his B.A. with honors from Western Washington University.
