Tonkon Torp Attorney Writes Comprehensive Book on Oregon Water Law

Tonkon Torp attorney Janet Neuman, considered one of the foremost water policy experts in the Pacific Northwest, has written a new book that details the law of water and water rights in Oregon.
Oregon Water Law: A Comprehensive Treatise on the Law of Water and Water Rights in Oregon provides an overview of the state's water resources, a brief history of Oregon law on water rights, and a comprehensive discussion of the types of water rights that exist in the state and how these rights are obtained, used, regulated and reallocated.The book also discusses environmental issues, public rights to use bodies of water, and court adjudications related to water use in Oregon.
The book is intended as a reference for policy makers and a guide for both new and experienced lawyers practicing in such diverse areas as real estate, trusts and estates, tax, land use and environmental law.It is available through Portland State Bookstore's Odin Ink website.
Neuman is a former professor and Associate Dean of Faculty at Lewis & Clark Law School.She also co-directed the Natural Resources Law Institute.She is past president of the Oregon Water Trust and a former member of the State Board of Forestry. Neuman served on the Western Water Policy Review Advisory Commission, appointed by President Clinton, which in 1998 released recommendations on the future role of the federal government in western water management.She currently serves on the board of The Freshwater Trust.
Neuman works with attorneys in Tonkon Torp's Water Law Practice Group who handle water rights transactions, water project development, permitting and litigation of water rights disputes for both government entities and private sector clients.
She was an associate with the firm from 1981 to 1987, when she left to become Assistant Director for Resource Management at the Oregon Department of State Lands.She subsequently served as department Director from 1991 to 1992 and then joined the Lewis & Clark Law School faculty. Neuman rejoined Tonkon Torp as Of Counsel in 2009.
A frequent speaker and writer on water law and policy, the Stanford Law School graduate was keynote speaker for the 2009 Oregon Water Law Conference.Lewis & Clark Law School is hosting a 21st Century Water Law Symposium on October 7 in Portland in honor of Neuman's (and Professor Jim Huffman's) recent retirement from the faculty.
