Preserving Bull Run: Looking Deeper into Portland's Water Variance

In an editorial for the Oregonian, Tonkon Water Law expert Janet Neuman celebrates Portland's recent victory in obtaining a variance from the Environmental Protection Agency's treatment standards for Bull Run water. Neuman stresses that the underlying significance of this victory is the clear success of Portland's ecosystem-services approach to supplying drinking water. Protecting drinking water-source watersheds like Bull Run from being contaminated in the first place should be an important part of the solution.
