PORTLAND, Ore. (April 9, 2020) Tonkon Torp LLP welcomes attorney Danica Hibpshman to the firm’s Business Department and Cannabis Industry Group. Hibpshman joins the firm from the State of Oregon, Oregon Liquor Control Commission, where she spent the last five years developing and implementing Oregon’s initial cannabis regulations and overseeing OLCC alcohol and cannabis licensing.
“I knew that when I returned to practicing law I wanted to use the experience I gained in a regulatory capacity to continue working with cannabis and alcohol businesses,” Hibpshman said. “Tonkon has the deep expertise and collaborative environment needed to provide the holistic legal services that will help these businesses stay compliant and be successful.”

During her tenure at OLCC, Hibpshman was a member of the initial policy team that developed and implemented the state’s regulatory implementation of Measure 91, which legalized cannabis, and directed the OLCC’s recreational cannabis and alcohol business licensing in the state of Oregon. Most recently, she served as the Senior Policy Advisor regarding all alcohol and cannabis program policy matters, legislative and executive branch directives, and program development strategies.

Prior to the OLCC, Hibpshman developed a business litigation practice at Davis, Rothwell, Earle & Xóchihua PC and Haglund, Kelly, Horngren & Jones LP. She earned her J.D. from Willamette University College of Law and her B.A. from the University of Alaska, Anchorage.
